This exciting opportunity is based in the charming town of St. Thomas, Ontario, and requires in-person attendance.

 

The Facility Construction Service Control Specialist plays a key role in overseeing and ensuring financial and contractual compliance of contractor-provided services within a large battery industrial facility construction project. This role focuses on validating that all contractor progress report, interim payment certificates and invoices align accurately with services rendered, project budgets, and contract terms. The Specialist will also monitor service performance metrics established by the Performance Control team to ensure that services meet project standards and efficiency goals.

  
 
How you will CELLebrate

•    Review and verify contractor progress report, interim payment certificates and invoices to ensure they reflect the services provided, aligning with budget allocations and contract terms and using Earned Value methods.
•    Collaborate with the finance team to maintain cost controls and support budget forecasting for ongoing and future services.
•    Track any discrepancies or deviations in invoicing and initiate corrective actions to maintain financial integrity.
•    Monitor and track Key Performance Indicators (KPIs) as established by the Performance Control team to ensure service delivery aligns with project quality and efficiency goals.
•    Provide regular KPI reports to the Construction Project Manager and other stakeholders, highlighting performance trends, successes, and areas for improvement.
•    Develop presentations to support KPI analysis and communicate performance to project teams.
•    Ensure all services comply with contract obligations, industry standards, environmental regulations, and safety protocols.
•    Conduct periodic compliance checks and audits, documenting findings and initiating actions to address non-compliance.
•    Maintain meticulous records of service-related documentation, including invoices, compliance logs, service agreements, and performance reports.
•    Prepare and maintain a comprehensive record of service expenses, changes, and adjustments for audit and review purposes.
•    Assist in the preparation of reports for monthly and quarterly progress and financial reviews, supporting transparent and organized documentation.
•    Act as the point of contact for financial and service-related inquiries between contractors, finance, and project management teams.
•    Coordinate with the Construction Project Manager to ensure service provision is aligned with construction schedules and milestones using Earned Value methods.
•    Communicate effectively with contractors to resolve progress measurement, billing or service issues, escalating concerns when necessary.
•    Identify potential risks associated with service provision, including cost overruns, delays, and non-compliance.
•    Develop and update risk management protocols, implementing preventive measures to minimize disruptions to construction activities.
•    Report any high-risk issues to project leadership and participate in developing contingency plans to ensure continuity.
•    Analyze service costs against budget forecasts and actual project costs, identifying any variances and providing recommendations for financial adjustments.    
 

  
 
What you need for our CELLebration

•    3+ years of experience in service control, finance, or contract administration within construction or industrial projects.

•    Strong understanding of progress measurement, invoicing, budget control, and contract compliance.
•    Proficiency in tracking and reporting service metrics and Earned Value methods.
•    Excellent analytical skills and attention to detail for financial accuracy and service compliance.
•    Familiarity with regulatory and safety standards related to construction services.
•    Strong communication and organizational skills for effective collaboration with internal and external stakeholders.
•    Ability to handle multiple tasks and prioritize effectively in a dynamic, fast-paced environment.
•    Able to work safely on an active construction site in accordance with the Health & Safety Plan. 
•    Can communicate in a professional manner with engineers, architects, and construction managers both verbally and in writing.
•    Has high degrees of team orientation and social competence.
•    Detail oriented and will diligently ensure that components of the project meet the overall goal.
•    Ability to work under pressure and manage multiple projects simultaneously.
•    Strong organizational and time management skills.
•    Primarily on-site at construction projects with some time spent in the office for coordination and planning.
•    Familiarity with regulatory requirements and standards related to large construction projects is an asset.
•    Experience in Oracle ACONEX and Primavera is an asset.
